Frequently Colne and the North Valley Spine suffers from chronic traffic congestion. The amount of traffic using the road network is likely to continue increasing on account of the development of the Glen Mill Retail Park and the garden centre at the Vivary Way-White Walls Drive-M65 junction.

The plain fact of the matter is that we are facing a monumental failure of public policy at both an official and a political level, in my honestly held opinion.

I say this because Colne has been allowed to become the de facto out-of-town shopping location for Pendle. The problem is going to continue getting worse, so any marginal improvement in traffic flows is likely to be quickly dissipated. I have heard statements from elected representatives that are bordering on the absurd – the notion that at peak times traffic flows through Colne can be improved to any meaningful degree is one of them. I may be wrong, but I have the impression that County Hall is in complete denial about the traffic situation.
