PLANS to extend the Hidayatul-Banat women’s educational centre in Bank House, Wellington Street St John’s, Blackburn, have been refused. An application had submitted plans to Blackburn with Darwen Council for both one and two-storey extensions to the side and rear of the building, along with associated alterations. Planning officers said the proposal did not provide ‘acceptable means of drop off/ pick up for students They added that there were insufficient levels of off-street car parking.
