THE masterplan for public transport in East Lancashire drawn up by the county council in conjunction with local boroughs was given the official seal of approval by senior Blackburn with Darwen councillors. The borough’s executive board rubber-stamped the plan after regeneration boss Maureen Bateson said it had at lot to offer residents.
