Darwen mum’s £300 fine as children miss one school day

NOTICE Angie Lee with the letter from the council NOTICE Angie Lee with the letter from the council

A MUM has hit out after being told to pay £300 for taking two of her children out of school for one day to visit their sick grandfather.

Angie Lee, 49, of Beaumont Way, Darwen, has this week been told that on top of a £50 fine per child, both she and her husband must each pay a £100 ‘parent fine’.

Angie organised the family trip to China for the Easter holiday, but could not get flights home in time for the start of the new term.

Both Siobhan, nine, and Kelvin, 11, missed one day at St Paul’s Primary in Hoddlesden, which has been classed as ‘unauthorised’ by the headteacher.

Mrs Lee, owner of Lee’s Cantonese Kitchen in Sudell Road, said: “My father-in-law is in his 80s and was very poorly in hospital with a broken leg.

“Because of the flights, we couldn’t get them home in time to start the term, and I didn’t object to paying the £50 fine each for them.

“I paid up in good time and thought that was finished with, but then I got a final reminder from the council, telling me that I had to pay up another £200 fine for both me and my husband Paul.

“I hadn’t been told about this, and think it’s ridiculous – I’m being fined twice for the same thing. It wasn’t my children paying the £50 fine each themselves, it was me and my husband.

“To me this is just a money-making exercise and it discriminates against two parent families, because if you’re on your own, you only have to pay one parent fine.”

Coun Maureen Bateson, executive member for children’s services, said: “Under the law all decisions on authorising pupil absences are a matter for the head teacher’s discretion and it was advised in this instance that due to exam preparation and revision and amount of time taken the absences would be marked as unauthorised.

“Acting on the written instruction of the head teacher on May 15, we issued the parents with Education Penalty Notices in respect of their two children’s unauthorised absences from St Paul’s CE Primary School, Hoddlesden.

“The appropriate regulations, through central government, require that where there is more than one parent, separate penalty notice for each individual child are issued and each parents must pay – so in this case, it totals four notices.”

Does she still drive over the residents' front grass on the rare occasions she parks her car?

These days parents are well aware of the fines involved ahead of time. I refuse to believe that there were no earlier flights that could have been taken to get the kids back given the Easter hols are two weeks long. I suspect that the earlier flights cost more and Mum and Dad thought they'd chance the fine over the increased flight costs

Having taken my children out of school i can say that any person who has a reasonable request to miss a day is usually not a problem and is granted by the head teacher.
I would suggest that schools and councils have better things to do with their time than issue these penalties, however they need to be in place to show that anyone who is taking advantage or being disrespectfull to the education system can, and will be punished.
There is more to this story that we are not being told, and i bet she doesn't do it again because £400 is a heck of a lot of flied lice.

Obviously Mrs Lee is missing some details out here as it dosent make sense. Sick grandfather with "broken leg". Im no doctor, but the article makes it sound like he is terminal! This woman is a serial moaner, and has that reputation. Other parents seem to know her too, from the comments here. The rules for schools are simple, and Im sure the head looked at her particular case. I would have fined her too, as im sorry, a broken leg isn't serious. Maybe this mother should start to respect the safety of other children and look at how she parks at school times, as well as parking on double yellows outside her shop on Sudell Rd!

It was a rule that a child could have ten days per year off school and it would be authorised. The rule now states that children can no longer have ten days per year but ten days in their ENTIRE SCHOOL CAREER. Anything more than this is seen as unauthorised. I know that there are procedures that parents must go through to apply for authorised time off school.
I don't think that someone's dad having a broken leg constitutes time in china and I do agree that the article makes it sound like its a lot worse than it really is. However, I don't think you can justify this by slating teachers for their day strike. A day strike and then going on holiday using it I could understand. I also don't think you can justify it by using teacher training days as an excuse. It is deemed by law that each school must have five days teacher training days. How else do you expect us to keep up with the constant changes that Mr Gove keeps putting us through. It's like saying you can't go on any courses to improve your professional knowledge.
Children's literacy and numeracy levels are low. We do what we can but when parents make it just as hard by REMOVING their children for a holiday that they are provided holiday time for they deserve the fine!! I know at least three parents who have been fined but would rather pay £50 and risk their child's education than pay £1000 extra.
Is that all your child's future is worth? £50?

The rules for schools are simple, and Im sure the head looked at her particular case. I would have fined her too, as im sorry, a broken leg isn't serious. Maybe this mother should start to respect the safety of other children and look at how she parks at school times, as well as parking on double yellows outside her shop on Sudell Rd!
'Darwen sense' Sense ?!? pmsl.... get out on the streets and shout that ignorance is NOT slavery !!! You will be the first one 'moaning' when it's yours or you affected ! Pr!k ... and the racist comments on here by Your Ferret Stinks, really do STINK !!!
I think you need to go back to school Farquar. The grammar in your reply is awful and dosen't read well. At least have the courage to write a full swearing insult, instead of replacing one of the letters. An illiterate person always stoops to foul language when their education and English skills fail them. I am guessing maybe English isn't your first language, I hope that's your excuse anyway, Hahaha
People who live in glass houses, should not throw stones.
Farquar get of your high horse because it would appear that it's OK for you be be contemptuous but no one else, well it doesn't work that way!
This woman has upset alot of people with her attitude and disregard to rules and regulations and it has come back to haunt her, and guess what she doesn't like it. Well Tough!
It's not me you should be telling to wash their mouth out, try looking in the mirror!
I can't see woks wong with your comment either. Just seems like sweet and sour grapes to me.

Mr Boat says...

I note a few readers have raised concerns over Mrs Lee's motoring and parking habits. I too have fallen foul of her apparent lack of understanding of the laws regarding yellow lines, particularly in the vicinity of her business. In her defence I would like to point out that she is the holder of a Blue Badge which to my knowledge is issued to individuals who have health conditions which significantly affect their mobility. I wouldn't know to much about Mrs Lee's medical history, though I am delighted to report that whatever condition she has that qualifies her for preferential parking rights, it didn't prevent her from wowing the assembled hoardes at the recent Diamond Jubilee celebrations outside Darwen Market with a vigorous 5 minute on stage "dance" routine. Whilst her car was parked above the market in a designated "disabled" bay.

Well spotted Mr Boat. If only the issuers of such badges took note of such things.
Terrible takeaway food too, although most on here would vouch for that.

Just out of interest, how many days have her children missed in total? Don't know lady but can't see how this story will help her or kids. Four fines seems a stupid rule.
