Jackson, 37, of Whalley Range, Blackburn, pleaded guilty to sending a letter containing a threatening message. He was given a conditional discharge for 12 months and ordered to pay £100 costs.
He was also made subject to a restraining order which prohibits him from contacting Mr Cairns for 12 months.
Alex Mann, prosecuting, said verbal allegations had been made by both parties in the dispute but Jackson had gone further and put his threats in writing.
Aftab Bakhat, defending, said Jackson had acted in a fit of pique because he thought his neighbour was responsible for damage to his door.
