A WARRANT has been issued for the arrest of a man who failed to appear at Blackburn Magistrates' Court. Mohammed Abbas Kessar, 31, of Halliwell Road, Bolton, has been charged with public order offences in Blackburn on April 19. He has failed to appear before the court three times.
