36 fly-tipping incidents in East Lancashire every day

THERE were 13,000 incidents of fly-tipping in East Lancashire last year – the equivalent of 36 every day – shock new figures show.

The clear-up costs are more than £500,000 per year in this area, according to research by campaigners at the Countryside Alliance.

The organisation said the ‘enormous scale’ of fly-tipping is taking a heavy toll on public finances.

Alice Barnard, Countryside Alliance chief executive, said: “Fly-tipping blights our countryside, ruining the beautiful views for which Britain is rightly famous, endangering wildlife and habitats, and costing the taxpayer millions of pounds to clear up.

“The Government promised to end this scourge when they published the Waste Review this summer.

“This is a promising start.

“However, they need to work closer with cash-strapped councils.

“We need a co-ordinated plan which ensures people who fly-tip are caught and punished, and provides greater support to local authorities and landowners who bear the brunt of the cost of clearing up the mess.”

New figures show that between April 2010 and March 2011 there were 3,883 incidents of fly-tipping reported in Blackburn with Darwen.

In Burnley there were 4,249, Hyndburn 1,248, Ribble Valley 43, Rossendale 591, and Pendle 2,865.

Coun Faryad Hussain, of Blackburn with Darwen Council, said: “We want to send out a clear message that fly-tipping will not be tolerated.

“If anyone is found to be fly-tipping, we will investigate and prosecute you.

“There is a good chance you will be caught – so don’t do it. There is no hiding place.”

In Burnley a campaign against fly-tipping has been launched.

Coun Neil Mottershead, the council’s community safety executive member, said: “We know people want us to tackle littering, fly-tipping and dog fouling, because they spoil our neighbourhoods, and that’s exactly what the council is doing.

“We’ve made creating a cleaner, greener and safer borough our priority.

“And the fact that, week after week, we’re at court, prosecuting those that dump their rubbish, or don’t clean up after their dog, shows we’re taking that commitment very seriously,” added Coun Mottershead.

This is what happens when you close down local recycling centres, it will cost the councils more in the long run and they will realise it was false economy.

Shouldn't come as a shock when so many recycling centres have been closed. Many said that this would happen but Tory controlled LCC went ahead with closures just the same.

Less dog fouling has improved since dog bins (more than litter ones now) were introduced,so why reduce the number of waste disposal sites?The councils may start employing more people to catch these tippers,possibly the ones they made redundant at the closed sites and may be more (i wouldn`t be surprised).

As Above, but you could also consider allowing householders to use a van without charge, I am sure it would be easy to distinguish between regular tradewaste and the householder doing some d.i.y or getting rid of a settee. but there again the council is involved.
common sense does not apply.

The problem isn't limited to the fly tipping of large items that people cannot get to a recycling center it is people that seem to have an inability to use a bin.
.
take the Peseverance mill site in Padiham, its black bin bags and carrier bigs that get thrown in there as much as big items! The back streets in Burnley Wood and trinity have numerous yards that are filled with household waste that could either go in a bin or a recycling bin!
.
Perhaps the next FOI request should differentiate between the types of flytipping.

How many times have you employed a small-job guy or a gardener to be told, " The council won't allow me to take this rubbish away. " - meaning, of course, the cost is prohibitive. Result - more journeys by car.

this is the result of council charging to take household rubbish away who is going to pay £10 an item to be taken away when you can dump it for free eh? everyone knew this was going to happen when the charges came in force ....

A local 'beauty spot' near me regularly gets fly-tipped. The contents of the bags are spread about the place and contain butchers waste - carcasses, bones etc.
I can assume from this that the costs for removal of this commercial waste is so prohibitive that it is worth the risk to dump (or pay someone to dump) around the countryside.
I would like to see the fly-tippers made to pick their cr@p out of the thorns with their bare butt cheeks whilst being pelted with bags of canine faecal matter (which, handily, is always available dangling from tree branches).

Luckily for me, I live in Burnley which has a massive shiny new recycling centre! You can all come and use it if you like!. And it doesn't cost to take a van with your HOUSEHOLD rubbish, all you have to do is ring the county council and get a permit, which is free. Plus, those of you with smart phones can get an app for both Android and iPhone called "Love Clean Streets" which allows you to report incidents of fly-tipping to you local council. I've use dit several times and each incident has usually been dealt with within 24 hours.

There was a great deal wrong with the old recycling centre, if you happened to visit when a skip was being changed then the whole site was closed whilst the lorry had to manoeuvre the old skip out and replace it with a new one. This doesn't happen at the new site due to it's design.
Also access is much easier, less blocking in of cars by thoughtless parking.

is it any wonder this happens i had the council turn up at my door to take away a burgundy bin because i had 1 extra even though theres 6 ppl live here.i refused to give it them. i do my recycling like im suppose to and i dont want rubbish building up in my garden attracting rats.
