NORTH West Water customers who have suffered during the drought could be in line for compensation.
Water watchdog OFWAT has put forward a series of recommendations in a consultation paper.
They include a £25 rebate for customers who experience supply difficulties because of low pressure and compensation for businesses.
The proposals also include giving business customers the right to claim compensation for losses suffered as a result of a drought order.
Under current rules customers have no legal right to compensation if they are affected by water restrictions during times of drought.
"North West Water have gone to considerable efforts to minimise the effects on businesses but, inevitably, some will have suffered because of the restrictions," said an OFWAT spokesman.
"Low pressure has also been a problem in parts of the North West, something we have been concerned about for some time."
The consultation paper also proposes customers being compensated £10 per day if they are affected by rota cuts or standpipes under an emergency drought order.
