DIRTY dogs and their owners will be brought to heel if new laws come into effect.
Blackburn Council is backing plans to give local councils powers to designate special No Fouling areas, without having to seek permission from central government.
The moves were contained in a private member's bill which failed recently when it ran out of parliamentary time.
Blackburn Council's public services committee wants local MPs to support a future private member's bill dealing with the issue.
