PENDLE Council has apologised to local people whose rubbish collection was disrupted by bad weather.
Snow and ice put the skids under the usual service and stopped dustbin men from completing many rounds over the last few weeks.
Staff are now struggling to catch up with the backlog.
Teams are being sent out to collect any litter which has escaped from the waiting bin bags.
The introduction of new working patterns and an on-going industrial dispute has also added to the confusion.
Council leader Alan Davies said: "The council is determined to bring the service back on track and follow a more efficient way of working.
"If it is not possible, we may be forced to consider going back to tender which could mean that the service would be run by a private company."
