LOW-PAID householders in East Lancashire were due to get cash grants to rip poisonous lead piping from their homes.
The move followed a shock survey which revealed horrifying lead levels in the some Blackburn homes.
New Government rules meant councils would be able to make grants to remove lead piping to all social security claimants.
