LANCASHIRE County Council was on the brink of bankruptcy with massive overspending of £11.5 million, claimed the county Conservatives. The overspending would leave only £1.7 million in the county's balances, said Conservative finance spokesman Cyril Baily. The Tories said overspending would have a disastrous effect on poll tax payers.
