PLANS for a national lottery offering prizes of £1 million or more put up by an East Lancashire MP were rubber-stamped by the Commons.
The Bill, drafted by Hyndburn Tory Ken Hargreaves, would aim to raise £1 billion a year for sports facilities, the arts, and to protect the environment.
