COUNCIL tax is clearly unfair, as many people use local services without making any contribution to them.
Poll tax is much more equitable and my opinion is that if, when it was introduced, local authorities had been limited to raising the bill for each household to 10 per cent of the previous year's rates demand, it would have been widely accepted and we would long have been enjoying its benefits.
