STACKSTEADS postman Dale Connearn is campaigning to improve Rossendale's unadopted streets.
He has organised a public meeting at Bacup Cricket Club on Thursday, April 26 at 8pm.
Dale has invited MP Janet Anderson, local councillors and officials from Rossendale council and Lancashire County Council.
Dale said: "We shall be looking to form a group so we have a collective voice to look into several options.
"These will include Lottery funding, landfill tax funding, Single Regeneration Budget money and our legal rights with regard to the services for which we are paying."
Rossendale, in common with other areas of Lancashire, has many unadopted streets and no money to repair them.
Dale said he efforts in the past had been fragmented and he hoped a collective approach may produce results."
