CONGRATULATIONS! For Blackburn with Darwen to be placed second in the group of excellent local authorities in England and Wales is a great achievement.
It has confounded those critics who said that Blackburn with Darwen was not viable as a unitary authority. It has proved what can be achieved with true partnership.
This has clearly been awarded on merit, but there is no room for complacency. The citizens themselves could make many improvements by looking after their own immediate environments, in the ways in which Lancastrians of old were proud to do.
I am now more than ever proud to be a Freeman of the Borough.
