ONE hears and reads a lot about the efforts to keep Blackburn with Darwen tidy, but the worst culprits at making the place untidy are the refuse collectors.

After they have made their round, no vehicles can use the back streets because the bins are scattered anywhere and never replaced from where they are collected.

I have complained to my local councillor, who has done his best and also to Mr Peter Hunt, Director of Direct Services, all to no avail.

Do you think that if I appealed to the local oligarchy I would fare any better? At least it could be kept in mind when the time comes for renewing contracts.
