PERISH the thought that Blackburn with Darwen Council may end up ruling the rest of East Lancashire. They can't get it right in their own town, never mind anyone else's.
This town is a disgrace. It is dirty, badly planned with very few quality shops, not enough public loos and pavements that are a nightmare.
Blackburn should put its own house in order before they start telling other towns what to do.
