A 46-YEAR-OLD man, arrested for the 11th time in a year, admitted two charges of damaging windows at the home of his former partner.

But Blackburn magistrates heard that Janet Dugdale was simply using the court system to punish William Parker whenever anything went wrong with their stormy relationship.

Jonathan Taylor, defending, said Miss Dugdale had made numerous allegations against Parker but was never prepared to come to court.

"Some of the proceedings have gone for a long time, causing my client considerable inconvenience," said Mr Taylor. "She has never attended court for any trial and it is a similar position in these cases. Having involved the police she is not prepared to attend court to be cross-examined."

He said that whenever they have an argument Miss Dugdale excludes Parker from the property.

"Sometimes there isn't even an argument, she just gets sick of him and tells him he isn't welcome," said Mr Taylor. "She contacts the police and because there are usually some bail conditions in force he is arrested."

Parker, of Shear Brow, Blackburn, pleaded guilty to two charges of criminal damage. He was given a conditional discharge for six months and ordered to pay £100 compensation.

Neil White, prosecuting, said the police had indicated that Parker had been arrested 11 times in the previous 12 months, four of them for breach of bail conditions.
