A new modular classroom building is proposed for a primary school in Nelson to relieve pressures on the main school building.

The building, which will accommodate two classrooms, is associated with Nelson St Philip’s Church of England Primary School, situated on Oakland Street.

If the planning application is approved, the development will also feature an outdoor play area, including a stepped section, covered storage, a bin store and fencing.

Internally, the structure will house two classrooms dedicated to reception and Year 1 pupils.

The building will also include bathrooms, a shared group room, a kitchen, an accessible bathroom, and a lobby with cloak areas for each classroom.

The new classroom building is intended to better meet the growing needs of the primary school.

It will allow the various year groups within the school to operate more independently and assist the overall functioning of the institution.

All greenery, including the tree at the site entrance and shrubbery at the rear, will be preserved.

Further boundary planting is also proposed between the site and the car park.

The proposal is expected to pave the way for improved educational facilities at Nelson St Philip’s C of E Primary School through expanded teaching space.

Access to the new building would be via Oakland Street, with key stage one staff regulating the entrance and exit of pupils.

The site will include a 2.4‑metre anti‑climb weld mesh fence, an entrance gate and a secondary internal boundary treatment to ensure a secure environment for pupils.

The proposal follows pre‑application advice with the local planning authority, which formally responded in December 2025 confirming there was no objection in principle to the development.

The application states: “The redevelopment of the application site for educational purposes, in relation to an existing facility, is considered to be an appropriate use of the site, with the proposals being of an appropriate scale, utilising a vacant site for an active use for which there is an acute need.

“The school requires additional space to accommodate its classroom requirements and the construction of a modular classroom building would provide additional floor space and relieve pressures on the main school building.”
