Rovers have announced Joe Rothwell as the club's first summer signing.
The midfielder arrives on a three-year deal for an undisclosed fee after leaving Oxford United.
Rothewell was a player Rovers tracked in the January window, but failed to get a deal over the line, and since revisited it this summer.
Former Manchester United youngster Rothwell, who played against Rovers on the final day of the season, was out of contract at the Kassam Stadium this summer.
The two clubs have agreed a fee to ensure the deal didn't have to go to a tribunal, with Rothwell under the age of 24.
Rothwell is experienced in League One having made 73 of his 76 senior league appearances at that level.
He featured three times in the Championship for Blackpool during a loan spell in 2015, including a substitute appearance in a 1-1 draw with Rovers at Ewood.
Rothwell will join up with his team-mates ahead of their pre-season trip to Austria on Sunday.
