JAMES Bolton, 44, of Clement Street, Accrington, was bailed until August 7 by Blackburn magistrates, charged with permitting the use of an uninsured vehicle.
He is also accused of permitting driving of the vehicle other than in accordance with a licence and using a vehicle or trailer which because of its condition involved danger of injury.
A 16-year-old boy who appeared with him is charged with driving without insurance, other than in accordance with a licence and using the vehicle which because of its condition involved danger to others.
