GORDON Brown has delivered his 11th budget - here are the main points of his speech.

* Education spending to rise to £64bn next year from £60bn. Then increase to £67bn, £70bn and then £74bn.
* Education spending to increase as share of national spending to 5.6% in 2010.
* Education to be a right for every young person to the age of 18
* New £80m fund for charitable efforts in local communities.
* 50,000 16 to 17-year-olds to get a training wage.
* £50m fund to preserve African rainforests
* £300 to £4,000 grants for pensioners to install insulation and central heating
* Until 2012, new zero-carbon homes worth up to £500,000 exempt from stamp duty
* Green grants for homes increased by 50%
* By 2012, homes with zero carbon rating will be exempt from stamp duty
* Higher tax rates imposed for landfill and quarrying
* Reduced duties on biofuels and biogas extended

Wine up 5p a bottle (sparkling wine 7p).
Duty on spirits frozen.
