AROUND £30,000 will be spent on preventing accidents caused by falling headstones at Accrington's cemetery and reducing the risks of Legionella, the germ that causes Legionnaire's disease, at public buildings.
Councillors will be taught how to use email and electronic agendas, at a cost of £15,000.
This will enable them to communicate better with residents, and also help to reduce the council's printing costs, while raising its green rating.
Recycling services are also set to be improved, and a separate collection for electrical goods will be introduced.
An extra £218,000 of funding has been needed to allow the subsidised travel scheme for the over 60s to continue.
Coun Britcliffe said: "We want these people to remain mobile and enjoy full retirement."
