Landlords ‘fit and proper person’ testing extended in Burnley

BURNLEY Council’s executive committee has voted to extend a scheme aimed at improving housing standards.

Selective licensing for landlords, which already operates in the Trinity area, will be implemented in Queensgate and Gannow from June after councillors approved the move.

The scheme requires landlords to pass a ‘fit and proper person’ test, and prove that they have appropriate arrangements in place to properly manage their tenancies.

In total, the Queensgate and Gannow areas include 2,585 properties, of which 1,220 are privately rented. Around 15 per cent of all properties are empty – double the borough average.

A consultation conducted by the borough council found that more than nine out of 10 residents wanted selective licensing in their area, while more than three-quarters of landlords didn’t.

Coun Howard Baker, who declared an interest in the eventual decision and did not vote, said the scheme had made a ‘positive difference’ in Trinity.

The executive member for housing and environment added: “We want to continue to work with landlords and local people to improve the area so that people want to live there, thereby cutting the number of empty houses and pushing up demand.”

Now why don't the Landlords want this licencing in place! After all, if you are a good Landlord, then wouldn't you wont the property next door and on all the street/road be kept up to a good standard of repair, also Tenets that the Landlords put in them, are up to standard too.
Would i be wrong in thinking that these so called Landlords, ( knot all of them of cause, there are good ones ) but the Landlords that go to auction, buy at rock bottom price, then straight round to a recycling centre, or a recycling warehouse, sort the house out of old furniture at a cost of £300, put in any junkie boozed up drop out, in your (furnish House) at a cost of (top dollar) you can get out of the system, and walk away under the illusion you have no more to do with it. No no, i am all for it, Landlords need to be vetted too, if they aren't a fit and proper Landlord, then they are band to be one. :-0

Pendle Councillors are you looking at this celective licensing for Pendle landlords? We have enough of the poor housing stock with empty properties that are damp boarded up and scumbags living properties that landlords are getting paid from the public purse.
Time to start and make these landlords look after their properties and put good people into these houses who in return will have a housing agreement to stop neighbours from hell moving into Pendle

This is good news and should be mandatory in every borough. Having said that, if housing and a decent area to live are important to Burnley Council then maybe they could be persuaded to push for rent caps to be introduced, develop their own lettings agency and build decent Council houses. All of which would add up to vastly improved lives and opportunities for everyone.
