Jarrad Branthwaite has been handed his debut just two days after signing on loan from Everton – while Bradley Dack also starts against Stoke City.
That is one of seven changes made by Tony Mowbray from the side which was beaten in the FA Cup last weekend.
That included returns for Thomas Kaminski, Ryan Nyambe, Barry Douglas, Harvey Elliott, Joe Rothwell and Adam Armstrong.
The four to keep their places are Darragh Lenihan, Bradley Johnson, Lewis Travis and Dack.
Branthwaite signed on loan from Everton on Thursday and goes straight into the side, partnering Darragh Lenihan in the heart of the defence.
A debut for the 18-year-old allows Bradley Johnson, who had been playing as an emergency centre half, to return to his usual spot in the centre of midfield.
Ryan Nyambe who had missed the last two matches against Birmingham and Doncaster returns to right back.
The biggest surprise sees the inclusion of Dack from the start, with Mowbray having hinted that the attacker was still some way short of match fitness.
His start in the cup against Doncaster last week was his first for 383 and followed three substitute outings, including a goalscoring one at Birmingham earlier this month.
Rovers: Kaminski, Nyambe, Lenihan, Branthwaite, Bell, Douglas, Travis, Rothwell, Elliott, Dack, Armstrong
Subs: Pears, Downing, Gallagher, Holtby, Davenport, Trybull, Brereton, Buckley, Dolan
