Rovers have announced the signing of Coleraine midfielder Brad Lyons.
The 21-year-old arrives initially on loan with a view to make the move permanent in January.
The club were working hard on Friday to tie up a deal for the midfielder before the 5pm deadline.
And Rovers have now received approval the paperwork was submitted in time for Lyons to make the move to Ewood Park.
Lyons spent time on trial with Rover Under-23s earlier in the summer, featuring in their pre-season fixture at Kendal Town.
Rovers have continued to monitor Lyons, who has scored twice in three appearances for Coleraine this season, and have now agreed a deal which could see the move made permanent for a five figure fee.
Lyons has made 94 league appearances for Coleraine, scoring 17 goals in all.
Speaking to Coleraine's website, boss Oran Kearney, said: “Since Brad arrived at the club, his progression and development has been phenomenal.
“We take a lot of pride in how he has gone about his business and his development from a boy into a man.
“It is a chance for Brad to live his dream and he goes with our best wishes. I’m sure we will all be secondary Blackburn fans and we will be watching his progress with great hope.
“We are over the moon and delighted for Brad to be given this opportunity.”
