Chief executive Steve Waggott says owners Venky’s share manager Tony Mowbray’s long-term vision for Rovers.

Mowbray is viewing Rovers as a rebuilding project after leading them to promotion from League One in his first full season in charge.

Rovers will return to the Championship next term looking to re-establish themselves in the second tier following relegation in 2017.

Waggott, along with Mowbray, travelled to meet with the club’s owners earlier this month to discuss plans for the upcoming season.

And the Ewood CEO says there is joined-up thinking between the Rao family and Mowbray on how to move the club forward.

Waggott told the Lancashire Telegraph: “They (the owners) see it as a rebuilding process. That’s got to be based upon stability within the club on and off the pitch.

“It is a vision for what we want to try and do.”

Waggott acknowledges the challenges the second tier will pose, but points to recent examples to suggest Rovers can enjoy success next season.

He added: “The fans will expect us to try and go through the league and it does happen, but I think the distortion of Premier League parachute payments of £40m for the three who are coming down and £30m for those who have stuck in the league and £30m for another ten teams (still receiving parachute payments) does make it something of a two-tier league.

“We have to be really good at recruitment to force ourselves into that pack, but with the momentum and positivity, who knows? Clubs like Huddersfield and Bournemouth have done it.

“We are looking at it on a positive and will see how we go but it is going to be a very, very competitive league but really exciting at the same time.”

Rovers are yet to make their first foray into the transfer market this summer but are hoping to tie up new deals for out-of-contract pair Craig Conway and Danny Graham.

One area Rovers are looking to strengthen is in the goalkeeping department, with Mowbray keen to add competition to 22-year-old No.1 David Raya.

Former Ewood Academy graduate Frank Fielding is one player to have been identified and Rovers appear to have moved ahead of north west rivals Wigan and Bolton to lead the chase for the 30-year-old.

Fielding is set to leave Bristol City this summer, having spent five years with the Robins, despite still having a year left to run on his contract.

Rovers are keen to add a keeper of Championship experience to compete with Raya who was named in the League One team of the year and claimed the club’s young player of the year gong.

The club are also expected to finalise the final two friendlies of their pre-season programme by the end of the week, with pre-season starting on June 24 when the players head to Austria.
