BLACKBURN with Darwen Council have thrown out plans to build a dormer bungalow on land at 21 Moorgate Street, Blackburn.
Officials said the design and siting would not complement the area, would not provide for an appropriate level of affordbale housing, and would cause a loss of light and overshadowing to neighbouring properties.
