I CAN endorse the observations of Jet, Rishton (LT, March 31) that an increasing number of dog owners are bagging it, but not binning it.
Having spent some time picking up litter in the Stanhill and Brookside areas of Oswaldtwistle, I returned with a carrier bag full of dog mess, which had been bagged and then dumped.
I found it hanging on fences, in trees and thrown over walls.
Initially I naively thought that the bags had been left to be picked up later, but there are too many that are never picked up for this to be the case.
There was plenty of unbagged dog mess too.
