CAN somebody from the town hall please explain why motorists in the Whalley Range area of Blackburn are allowed to park illegally without being penalised and yet there have been numerous letters and stories in the LET about visitors to the town who have paid to park legally whose tickets have fallen off the dashboard still being penalised.
Which is the greater wrong? To park and not display or to park and not give a stuff?
