A TEENAGER has been banned from drinking in public in an East Lancashire borough after being made the subject of an ASBO.

Matthew Spencer, 17, of Aylesbury Walk, Burnley, made lives hell for residents living on the Kibble Bank estate, Reedley magistrates were told.

The court decided that an Anti-Social Behaviour Order was necessary to prevent further acts of misery by Spencer.

It is the eighth ASBO given to a youth from the ward over the past three years.

Spencer is now prevented from possessing alcohol, or being under the influence of alcohol in a public place, must not supply alcohol to under-18s, and not be engaged in groups of four or more people in a public place, except when at work.

Under the terms of the order he is also banned from associating with Stephen Whittle, David Llwellyn, Lyndon Rooke, Darren Rooke, and Matthew Lord in public, or in private.

Speaking after the case, Burnley Inspector Damian Darcy said: "We are committed to tackling anti- social behaviour on the Kibble Bank estate.

"Anti-social behaviour has been a police priority for some time.

"As a result of the Kibble partnership with key agencies, an action plan has taken place to tackle this individual.

"It is the eighth anti-social behaviour order that has been granted on the ward over the last three years.

"Anti-social behaviour has an impact on the quality of life for residents in the area.

"Residents have suffered criminal damage, verbal abuse, graffiti, throwing of objects, under-age drinking, urinating in people's doorways, and preventing some residents - some of whom are elderly - from entering their own premises."

Insp Darcy asked for residents to keep a watchful eye on Spencer.

He added: "We are appealing for any residents who see this person breaching his order to contact the police.

"A breach of the order is an arrestable offence and could result in up to five years imprisonment.

"We would like to reassure residents in the area that there are other orders being sought."

The ASBO runs for three years.
