She was taken to Royal Blackburn Hospital for treatment.
Initially it was thought the little girl’s injuries were minor but examinations revealed she had sustained kidney and liver damage.
Police said she had been transferred to Manchester Children’s Hospital where her condition was described as serious.
Police are investigating the accident and appealing for any witnesses to come forward.
Neighbours on Pringle Street close to where the accident happened near North Road said they were shocked.
One, who asked not to be named said: “The kids all like to play out in the street.
"It’s that kind of street. I didn’t know anything had happened on Sunday, I saw an ambulance but thought nothing of it. Everybody is hoping she is OK.”
Police said the driver stopped at the scene and had not been arrested.
A spokesperson for Lancashire Constabulary said: “A full investigation into the circumstances surrounding the collision is underway and anybody who witnessed it, who hasn’t already spoken with the police, is asked to come forward.”
