MULTI-MILLION-pound plans to build a city-centre-style business, retail, leisure and housing development on a disused industrial site in Accrington have been submitted to Hyndburn Council.

If the proposals go ahead, Platts Lodge -- a two acre site at the back of the council offices, in Ormerod Street, including a lodge, or artificial pond -- could be transformed by 2007.

Globe Enterprises Ltd (GEL) -- a joint venture company set up by Hyndburn Council, local entrepreneur Stuart Nevison, and Nelson-based developer, Barnfield Construction -- is behind the plans.

Since it was set up in 1995 GEL has converted the former Platt Saco Mill into the Globe Centre, which now houses 24 businesses, employing more than 1,000 people, and was also behind the Viaduct development, which includes the Vue cinema and Accrington Superbowl.

The proposals for the secluded site, which has become a magnet for anti-social behaviour such a fly-tipping, drug taking and prostitution, include apartments, offices, a restaurant and shops. The main building will rise to six storeys and will follow the curve of the newly created cycle path. Tim Webber, from Barnfield Construction, a partner in GEL, said: "We are very excited about the continuing development of this area.

"This new development will see the provision of affordable, contemporary living-space similar to that only usually available in city centres, together with further opportunities in retail and leisure, which it is hoped will entice investors from both within and outside the borough." Coun Peter Britcliffe, Hyndburn Council leader, said: "We have been working with our partners, Globe Enterprises Limited, to develop a scheme which could bring life back to this once derelict site.

"It is a very exciting project which will bring together our work with the new health centre being built in Paradise Street and the new cycleway, which will provide a healthier and safe travel route.

"The proposed scheme will act as a catalyst for the area enabling the public to enjoy the cycleway and lodge. We hope it will also inspire other private sector investors to see Accrington's potential. We are keen to regenerate Accrington to improve the quality of life for our residents and communities. We hope that this planning application will be a sign of things to come.

"This is part of our plans to make Hyndburn a fantastic place to live, work and visit."

Under the proposals, the lodge itself will still be accessible to the public, with the current wildlife, including water voles, frogs, fish and ducks, preserved and jetties installed to encourage people, such as anglers, to continue using it.
