While riding on a bus into the town centre, sorry, city centre, travelling along Plungington, the gateway into the city, what do I observe, day-after-day, but dirty smelly wheelie bins and bags of garbage lining the footpaths.
It's the same in all the surrounding streets. Drop a cigerette end or chewing gum in the city centre and straight away you are fined £50
But all the council do is to threaten people with a £1,000 fine if they leave their bin on the footpath.
This threat was made 12 months ago. Has anyone been fined yet?
What do other readers think? The council are having a laugh.
