IN the event that a citizen is prosecuted for urinating in a public place, will it be a justifiable defence to say that it was an emergency and cite the fact that in Blackburn the council provides not one single public convenience that is available after 5pm?

Having got used to the fact that looking after the interests of the general public is no longer considered to be Blackburn with Darwen Council's prime duty, I suppose I would be over optimistic to expect that they will take any action to save their voters embarrassment and discomfort.
