A MASSIVE council house crisis was set to hit Burnley, and councillors were warned they had tough decisions to make.
In a hard hitting report, housing chief Mr Alf Norris pulled no punches. He told them: "There are no easy solutions. All the decisions are at once unpopular and unpalatable."
They had to choose between massive rent increases, a high rate rise, or scrapping all future building plans.
