THE reserve teams of both Blackburn Rovers and Burnley could finish up being "relegated" next month.

A proposal for major restructuring will be put to the annual meeting of the Pontin's League on June 5.

And, if it is accepted, Rovers' second team will be placed in Division Two and Burnley's reserve side in the Third Division.

The proposal to change the present three sections into a league comprising four divisions - three with 13 clubs and the fourth with 12 - will need a two-thirds majority to be accepted.

Positions in the season just ended will decide the new line-up if it goes through and there are no plans to admit any more clubs at the moment.

Rovers finished 14th in the First Division, which would mean them missing out by one place on being allocated a top-flight spot in the proposed restructuring.

Burnley too finished low enough in the Second Division to mean they would be allocated a Third Division ranking.

The Football League, who now run the Pontin's League, said that there seemed to be quite a lot of support for the far-reaching proposals.

But I understand there are also some dissenting voices, so the issue is not cut and dried.

If the restructuring does take place, there will still be promotion and relegation with two-up, two-down applying throughout the new-look league.

Some clubs want to reduce the number of reserve team fixtures, partly because of the added complications caused by injuries and disciplinary points.

With a maximum of only 24 reserve matches a season, some clubs believe they would have more flexibility to play private friendly matches against each other and that they would be more beneficial to the players.
