MILLIONS of pounds have been wasted on Blackburn's 'Y-fronted' folly, the town hall tower block, because of the council's failure to act against the contractors who built the thing in the first place.

The Council was well and truly briefed on the faults before the limitation period ran out. So why did they not act in time?

Every year, we are told by councillors how efficient they are and what a wonderful job they are doing, saving here and there. Yet they can still find hundreds of thousands of pounds to cover foul-ups.

The biggest department run by them is housing and this is one colossal calamity of unspeakable magnitude. But one should not give up hope, for, shortly, they will have education, social services and others to work their charms upon when Blackburn becomes unitary.
