BLACKBURN Borough Council announced a rent rise of 23.5 per cent for Darwen market traders.
East Lancashire's first-ever Dangerous Dogs Act case was thrown out of court after magistrates heard that the pet alleged to have been roaming free without a muzzle was not a pit bull terrier. Dog warden bosses revealed cases were being thrown out of court all over the country because of difficulties in identifying the cross breed pit bull.
