THE Government slapped a £1.36 billion price tag on aero engines firm Rolls Royce with a higher than expected 170 pence a share sell-off.

But just as the share sale was about to take off, unions and MPs opposed to privatisation were preparing for a last-ditch bid to ground the shares deal.

An inquiry heard that most passengers would not have set foot on the Herald of Free Enterprise had they realised how badly the ferry was run.
