PLANS to improve school buildings in Lancashire lay in ruins after a pre-Christmas cash blow.
Education chiefs had bid to spend £38.4 million on schemes to replace or refurbish outdated buildings. But the Department of Education announced a capital allocation of only £11.1 million.
