PLANS to convert a former paper mill site into a luxury development of more than 100 detached homes were put before Blackburn Council.
Sun Paper Mill, Feniscowles, was closed by owners SCA in 1992 with the loss of 160 jobs. Negotiations between property agents and Maunders Homes were taking place to try and secure the sale of the 13-acre site.
