A PLAN to build a supermarket which will create around 150 new jobs in Darwen looks set to be referred to Deputy Prime Minister John Prescott for a final decision.

Planning bosses at Blackburn Town Hall recommend councillors grant planning permission for a Sainsbury's store at Redearth Road, Darwen.

But in a report to next Thursday's planning sub-committee they also say the project should go to Mr Prescott's department of the environment, transport and regions because the scheme does not fit in with pre-set planning guidelines for the Darwen area.

Mr Prescott would decide whether the scheme should be "called in" for a public inquiry which would delay the start of work for many months. The project has already taken several years to get off the ground after hitting several snags along the way. Town hall planners say they would consider approval only if a number of conditions were met by Sainsburys.

These include the company providing detailed plans of highway works, traffic management, recycling facilities, a conservation scheme and protective fencing.

Four businesses have objected about the proposed use of Cochran Street, off Bolton Road, as access for service vehicles.

The store would have a sales area of over 15,000 sq ft and more than 200 parking spaces would be provided.

Planners believe the new store will help Darwen compete with neighbouring towns.
