CRIMINALS escaped punishment for hundreds of crimes in East Lancashire despite admitting their guilt to police.
Officers following Home Office guidelines for clearing up unsolved crimes were "writing off" a catalogue of offences, mainly burglaries and thefts, after visiting offenders in prison.
One burglar admitted over 300 offences, knowing he would never be punished.
