INTERNATIONAL development minister Clare Short blew a hole in the Government's plan for Kosovo's refugees to come to Britain.
She is correct - Slobodan Milosevic has got what he wants. It will take ground troops to get victory there, but I don't think Tony Blair will finish what he has started.
Someone has to help these people, but Britain is small - how would we cope? Tony Blair cannot sort out Britain's problems and he won't do any better in other countries.'
