GANGS of thugs were terrorising libraries in Hyndburn, it was revealed. Staff and members of the public were subjected to verbal abuse and sexual harassment. Most problems were caused by juveniles but older youths were also involved. And many people were too frightened to visit their libraries. The revelations came at a meeting of Hyndburn leisure services committee.
