A SECOND attempt to sort out the rush-hour jams at a trouble-torn roundabout was to be rushed through. The controversial system which had been brought in the previous month by Blackburn Council was blamed for causing long delays at Brownhill roundabout, and the full council was petitioned by angry motorists who wanted to return to the old traffic management.
