FIRMS in East Lancashire face the threat of prosecution over new regulations.
The Environment Agency is clamping down on companies which have not complied with the new packaging waste regulations.
The new laws mean companies which handle more than 50 tonnes of packaging a year must recycle a proportion of it. "One particular problem we are coming across is that companies do not consider themselves to be affected by these regulations," said Steve Simmonite , of business advisers KPMG.
"While you might expect supermarkets or fast food retailers to fall within them it is surprising who else is affected.
"Promotional gift companies for example who send out representatives with merchandise are still responsible for all the packaging waste that this creates."
