PLANS for a training centre for construction plant workers at a quarry above Burnley may be refused.
Training would take place in a disused part of the working quarry at Delf Hill Quarry, Sweet Well House Farm, Todmorden Road, Briercliffe.
Burnley Council, Briercliffe Parish Council, the Environment Agency and North West Water have no objections in principle.
But a report to Wednesday's meeting of Lancashire County development control sub-committee recommends refusal.
County council officers say the quarry is in a visually prominent area of sensitive upland moorland landscape directly adjacent to the South Pennine Moors special protection area.
Of particular concern in an area internationally important for its breeding birds was noise and dust.
Walkers and horse riders using established rights of way would be disturbed and progressive restoration of the quarry compromised.
The applicants have not been named.
